The Government of the Republic of Serbia has adopted a proposal for amendments to the Higher Education Law, introducing significant financial relief for self-financing students at state-founded higher education institutions. Under the new amendments, these students will see a 50% reduction in tuition fees, directly refunded from the national budget.

Increased Budget for Higher Education

The amendments also include a 20% increase in the higher education budget, amounting to an additional 12 billion dinars, aligning with the fourth demand raised by students. This measure aims to enhance the quality and accessibility of education in Serbia.

Salary Increases for Faculty and Staff

An additional 5.7 billion dinars has been allocated to increase salaries for employees in higher education institutions, starting with March 2025 salaries. Furthermore, as of January 1, 2026, the base salary for higher education staff will be equalized with the base salary levels of employees in other education sectors, ensuring greater fairness and financial stability within the academic community.

Direct Benefits for Self-Financing Students

  • 50% tuition reduction for self-financing students at state universities and colleges.
  • Direct refund of tuition fees from the national budget, reducing financial strain on students and their families.
  • Full coverage of fixed institutional costs, ensuring the financial sustainability of public universities and colleges.

Additional Financial Allocations

To further strengthen higher education institutions, the government has committed to:

  • Increased funding for material expenses at universities and colleges.
  • Full coverage of additional employee benefits, in accordance with the Special Collective Agreement for Higher Education.

Enhancing Quality and Internationalization

Beyond financial support, the amendments to the Higher Education Law introduce reforms to:

  • Improve the quality and relevance of higher education programs.
  • Strengthen university autonomy, ensuring academic freedom and institutional independence.
  • Further internationalize Serbian higher education, making it more competitive on the global stage.

Conclusion

With these legislative amendments, Serbia is taking a significant step toward greater accessibility, fairness, and quality in higher education. By reducing financial burdens on students, increasing funding for institutions, and enhancing faculty support, the government aims to create a more sustainable and globally competitive education system.
